wouldn't that be as good as a yes vote?

I think that would lower the number of "yeas" needed by 1 (unless my math is off, which it may be).


I hope he is going to rail against the bill and then say he will vote for it anyways because doing nothing would be even worse.


With any luck he is trying to look like the one key vote needed to put this over the top. He can have the spotlight as far as I am concerned as long as he votes for the bill.


That or he is going to buy everyone a beer for St. Patrick's Day.
