9. Over 78% of votes are scanned on election night and most use the machines
that the GAB has stated have no additional memory cards. All of those votes will be counted by hand, as recommended by GAB and confirmed by the court. And in the few cases where they will be re-scanned, observers will examine each ballot and manual counting will happen while scan is happening.
