``Where was the Afghan government? Where
were the security forces?'' Mohmand asked
reporters in a room littered with shards of glass.
In Islamabad, Pakistan's capital, the Foreign
Ministry summoned the top Afghan diplomat,
Rehmatullah Musa Ghazi, to lodge a formal protest
over the attack, an official at the ministry said The
Associated Press on condition of anonymity.
Mohmand charged that the Afghan government
knew the students would attack, but did nothing
to prevent it. He said that a recent speech by
Afghan President Hamid Karzai incited residents to
demonstrate. In that speech, Karzai chastised
Pakistan for what appeared to be incursions into
Afghan territory.
Kabul Police Chief Basir Salangi said security
forces were only aware of one anti-Pakistan
demonstration in Kabul - on the other side of
town - that involved 2,000 protesters and was
peaceful.
