His welcome could be equally cool.
South Africa, Africa's economic powerhouse and its political champion abroad, is a key part of any U.S. plan to tighten ties between Washington and the world's poorest continent.
But the Bush administration has raised hackles with its unilateral approach to world affairs -- many South Africans fear a more assertive United States may mean more trouble for Africa.
"George W. Bush's government has been the mouthpiece for U.S. big business interests, pushing for world governments to adopt economic policies that are in their interests," the powerful Congress of South African Trade Unions (COSATU) said in a statement ahead of Bush's visit to Pretoria.
