Bush chides Congress on spending bills

WASHINGTON - President Bush scolded lawmakers on Tuesday, saying the Democratic-led Congress hasn't "seen a bill they could not solve without shoving a tax hike into it."

Bush, who has been criticized himself for government spending increases, chided Congress for failing to send him any appropriations bills even though the government started a new budget year on Oct. 1.

"The leadership that's on the hill now can't get that done," Bush said, standing outside the White House with Republican leaders.

Bush also warned Congress not to bother sending him another version of a children's health insurance bill that he will not sign. Bush vetoed the legislation once; the House has passed a revamped version that he does not support, and the Senate is expected to take it up soon.

Bush to Veto Any Measures Combining Military, Domestic Spending

By Roger Runningen

Oct. 30 (Bloomberg) -- President George W. Bush said he would reject any attempt by Congress to combine legislation funding military operations and veterans healthcare with a domestic spending measure that he opposes.

``I will veto such a three-bill pileup,'' the president said after a closed-door meeting with House Republicans at the White House.

Bush also scolded Congress for the third time in two weeks for failing to send him any of the 12 spending bills needed to fund the government for the budget year that began Oct. 1.

4. Ignore the fact that it's the REPUBLICANS in Congress who are slowing things down.
Ignore the fact that Bush has grown the deficit more than any other President in history.

Ignore the fact that the war in Iraq is bankrupting the country.

Ignore the fact that when it comes to war spending, Bush has been completely irresponsible, made fiscally unsound decisions, and has millions unaccounted for (and he's not looking for it, either).

So, Bush really just needs to shut the fuck up because he has no room to talk, and if he really wants Congress to move some bills through, he needs to address his concerns with the REPUBLICANS who are filibustering and dragging their feet.

Or, he could just drag his sorry worthless ass out of the White House and let someone who knows what they're doing do the job for a change.

6. Congress should keep sending him what he doesn't want
Make him keep vetoing. It would be more work than he's ever done.

7. "After going alone and going nowhere, Congress should instead work with the administration on a bill
"After going alone and going nowhere, Congress should instead work with the administration on a bill that puts poor children first," the president said.

Bush's appearance on the North Portico, following his meeting with House GOP leaders in the East Room, was part of a growing effort to blame Congress for a stalemate in Washington. Bush never vetoed a spending bill when Republicans controlled Congress, but he's itching to do so now to demonstrate toughness on spending.

9. Bush's rally this morning reminds us that Congressional Republicans remain ready and willing to rubb
Rep. Rahm Emanuel, chairman of the House Democratic Caucus, responded: "President Bush's rally this morning reminds us that Congressional Republicans remain ready and willing to rubber-stamp the Bush agenda: no to children's health care; no to a new direction in Iraq; and no to investing in America's future."

Bush said he would veto a potential Democratic bill that would bundle together three massive spending bills for defense matters, veterans affairs and the labor, education and health departments. He called it a "three-bill pileup."

"It's hard to imagine a more cynical political strategy than trying to hold hostage funding for our troops in combat, and our wounded warriors, in order to extract $11 billion in additional social spending," Bush said. "I hope media reports about such a strategy are wrong, I really do.

WASHINGTON — President Bush invited the entire House Republican caucus to meet with him Tuesday morning, and he will make a public statement afterward likely calling for speedy accord on top White House priorities, including confirmation of his pick for attorney general and a the renewal of an August surveillance bill.

Bush's nominee for the top Justice Department spot, Judge Michael Mukasey, has run into trouble in recent days over what some perceived as wavering over the torture issue. In recent testimony before the Senate Judiciary Committee, he did not immediately rule out waterboarding as a form of torture, something some Democrats are using as a reason to oppose him.

The administration said this week that it's unfair to peg Mukasey yet on the torture issue because he does not yet have access to more information about administration interrogation programs.

...

The president is expected to speak for five to seven minutes after the meeting, White House officials told FOX News late Monday. Officials would not discuss the specific agenda of the meeting.

But senior administration officials have said in recent days that the White House plans to "lean forward" against what the president feels is a foot-dragging, Democratic-led Congress. In addition to the stalled Mukasey nomination and the FISA law, Congress has yet to send him one of the 11 spending bills necessary to keep the federal government running.
