Memo Details Objections to Command Center Site (NYC WTC7)

The New York Police Department produced a detailed analysis in 1998 opposing plans by the city to locate its emergency command center at the World Trade Center, but the Giuliani administration overrode those objections. The command center later collapsed from damage in the Sept. 11 terrorist attack.

“Seven World Trade Center is a poor choice for the site of a crucial command center for the top leadership of the City of New York,” a panel of police experts, which was aided by the Secret Service, concluded in a confidential Police Department memorandum.

The memorandum, which has not been previously disclosed, cited a number of “significant points of vulnerability.” Those included: the building’s public access, the center’s location on the 23rd floor, a 1,200-gallon diesel fuel supply for its generator, a large garage and delivery bays, the building’s history as a terrorist target, and its placement above and adjacent to a Consolidated Edison substation that provided much of the power for Lower Manhattan.

Rudolph W. Giuliani, the mayor then, has acknowledged some police skepticism about the site, but he has described it as resulting from a jurisdictional dispute between police officials and his emergency management director, who had played a role in selecting the site.

The eight-page memo reveals that police officials asked a variety of in-house experts in various disciplines and an outside expert to prepare a detailed analysis of the site’s vulnerabilities.

2. It was an idiotic choice.
Yes, let's put the command center right next door to the ONLY building that had been previously targeted in a terrorist attack, an attack that was just a few years earlier.

That alone proves that the idiot has no sense and has no right running anything larger than a McDonalds.

3. It was a brilliant choice
Because of a "stubborn mistake" Rudy was right in the thick of things instead of in Brooklyn, which enabled him to become an instant hero.

I'm sure it was just an accident...

Rudy's actions, just like *ush's, are just murky enough to create doubt as to whether they arise from incompetence or abject evil.

Either way, we would be screwn with a Rudy Presidency.

Vote Democratic in 2008!

NEW YORK (Reuters) - A detailed 1998 New York Police Department analysis opposed the city's plans to locate its emergency command center at the World Trade Center but then-mayor Rudolph Giuliani's administration overrode the objections, The New York Times reported on Saturday.

"Seven World Trade Center is a poor choice for the site of a crucial command center for the top leadership of the City of New York," the Times quoted a panel of police experts aided by the Secret Service as having concluded in a confidential Police Department memorandum which has not been previously disclosed.

The longest of the analysis' nine sections, headed "Explosives," describes a blast analysis of the likely impact of various types of bombs, and concluded that the largest of truck bombs would have led to the building's collapse, the Times report said.

The command center was destroyed during the September 11, 2001, attacks on the World Trade Center that also destroyed the twin towers in the seven-building complex.

13. Oh, funding was not the problem on the radios
it was the plenty expensive sweetheart deal with Motorola to buy thousands of their dud radios without even a contract (they invoked a "replacement clause" from the prior contract). The problems were known, the radios were shipped in early 2001 and soon after dumped again because they didn't work and a firefighter died. Thus when 9/11 hit, the firefighters had the same radios as in the 1993 WTC bombing, which also didn't work, were incompatible with other departments, etc.

Motorola retains the NY contracts and is moving to be the Homeland-approved supplier for the country.

Imposes his own narrow little will. Then when it all backfires and the shit hits the fan, he blames others and claims he was a hero.

Giuliani must have attended the same republicon homelander training programs as those famous Miserable Failures, Commander AWOL Bush, and Dickie "Five Military Deferments" Cheney.

republicons are such pathetic 'leaders.'

This story, along with the Rudy's refusal to equip the NYC firefighters with proper radios and his quick decision to curtail search, rescue and recovery efforts *after the WTC bank gold was found* should finish him off forever.




Firefighters Rip Giuliani, Call Him 'Urban Legend'

NEW YORK (CBS) ― The International Association of Firefighters has gone on the offensive against "America's Mayor" Rudy Giuliani, releasing a 13-minute video that viciously rips into the former New York mayor, who has been using his leadership demonstrated on September 11th to urge people around the country to support him in his quest to become President of the United States.

The video, released early Wednesday evening, is titled "Rudy Giuliani: Urban Legend," and offers testimonials from various members of the organization and family members of firefighters lost in the terror attacks.
"We have the remains of dead heroes at the garbage dump because of Giuliani and his administration and they're still there today and they won't remove them," claims FDNY Deputy Chief Jim Riches on the DVD, which was released to CBS 2 HD before its public debut.

"Whenever I hear him talk, I want to scream out to the world and say God he's so full of it," adds Rosaleen Tallon, who lost her brother in the attacks.

Tallon is one of several people who lost loved ones and speaks out against Giuliani.

"I'm a conservative. I'm a member of the NRA, I voted for Giuliani, but in this instance he messed up," says Al Regenhard, whose son was killed.

Those quotes are just the beginning of the video in which firefighters attempt to set the record straight about how they view Giuliani and his leadership on that tragic day.

"This image of Rudy Giuliani as 'America's Mayor' is a myth," says President of Uniformed Firefighters Union, Steve Cassidy in the DVD.

The video raises many questions about the former mayor, including why firefighters used obsolete radios on September 11th that may have added to the death toll, why the search for human remains was suddenly stopped after a lost shipment of bank gold was recovered and why the emergency management bunker was on the edge of ground zero.

The firefighters say they want America to hear and see their take on the former mayor

"When America knows the decisions he made pre 9-11 and then on 9-11, I don't think they'll ever support him for president," Cassidy adds.
