Bush administration seeks Libya waiver

WASHINGTON - The Bush administration is asking Congress to exempt Libya from a law allowing terrorism victims to seize the U.S. assets of state sponsors of the attacks.

President Bush signed the law in January.

Its passage was held up over Bush's objections to a provision letting victims of state-sponsored terrorism sue responsible foreign governments and collect judgments by seizing their assets in the United States. Bush was concerned the provision would be applied to Iraq, so Democrats gave ground by giving the president permission to waive it for that country. He did so immediately upon signing the legislation.

Now, the administration has asked lawmakers to quickly grant Bush waiver authority for Libya.

Gordon Johndroe, Bush's national security spokesman, said the law's provision could discourage nations like Libya that have renounced the export of terrorism from now helping the United States to fight terrorism. There is potential for billions in investment by U.S. firms in Libya's oil sector, as well as in other areas.

Oh....that's right...we're the good guys....all that invading and occupying and killing and detaining and torturing couldn't possibly be considered state-sponsored terrorism.

Bush doesn't want anyone suing his business partners in terrorism-sponsoring Saudi Arabia. With Iraq and Libya as precedents, his Saudi pals can rest easy...

5. What's Kaddaffi got on Bush?
Kaddaffi just told the Arabs that they could be next in Damascus. Why is he Bush's buddy when others have done far less and joined the Axis of Evil?

9. Sure, I bet he didn't also bomb clubs, torture foreigners or conduct and support terrorism

I wonder how long it'll take until the Libyans blow up another Western institution or abduct foreigners to press money from their countries, as it happened last year with the Bulgarian nurses who went to Libya to help there ...

In April 2001, the Washington Post reported that Cheney's Energy Task Force recommended reviewing the sanctions against Iran and Libya as part of a plan to increase U.S. oil supply.10 UN sanctions were lifted on September 12, 2003. In February, the White House lifted a 23-year-old ban on Americans traveling to Libya and said U.S. companies that had been in Libya before the sanctions can start negotiating their return, pending the end of the trade ban. Conveniently, Halliburton was in Libya before the ban. Washington is expected to lift all sanctions in 2004 after Libya surrendered its programs for weapons of mass destruction.
