Gov. Rick Perry: Texas Could Secede, Leave Union

AUSTIN, Texas -- Texas Gov. Rick Perry fired up an anti-tax "tea party" Wednesday with his stance against the federal government and for states' rights as some in his U.S. flag-waving audience shouted, "Secede!"

An animated Perry told the crowd at Austin City Hall -- one of three tea parties he was attending across the state -- that officials in Washington have abandoned the country's founding principles of limited government. He said the federal government is strangling Americans with taxation, spending and debt.

Perry repeated his running theme that Texas' economy is in relatively good shape compared with other states and with the "federal budget mess." Many in the crowd held signs deriding President Barack Obama and the $786 billion federal economic stimulus package.

Perry called his supporters patriots. Later, answering news reporters' questions, Perry suggested Texans might at some point get so fed up they would want to secede from the union, though he said he sees no reason why Texas should do that.

Texas can, by a vote of their legislature can separate into up to 5 states. That means the people of Texas could go from 2 senators to 10. Most of which would be repub.

They should approve only and only if the state splits into 2 states with the preferable state remaining in the union and the other being annexed to Mexico.

This is based on the wording of the joint resolution to annex Texas:

New States of convenient size not exceeding four in number, in addition to said State of Texas and having sufficient population, may, hereafter by the consent of said State, be formed out of the territory thereof, which shall be entitled to admission under the provisions of the Federal Constitution.

Does this mean TEXAS can do so in its own, or can the Federal Government do so with the Consent of Texas? Texas did agree to its present Western Borders at the time of Annexation (Under the Texas Republic, Texas claimed as its Western Border the Rio Grand, which flows from Colorado through present day New Mexico before arriving at El Paso) but no States have been SOLELY formed out of the old Texas Republic. Interesting Question, but it is time for me to go to bed.

Section 3. New states may be admitted by the Congress into this union; but no new states shall be formed or erected within the jurisdiction of any other state; nor any state be formed by the junction of two or more states, or parts of states, without the consent of the legislatures of the states concerned as well as of the Congress.

The confusion comes form the terms of the Act, Four ADDITIONAL states could be made out of Texas, total five.

The Issue becomes what areas go with what new State. If you divide Texas into Five states, one has to have the Rio Grand Valley, and that is a heavy Democratic Area (i.e. it will go Democratic). If you make the upper panhandle of Texas its own states, that would be Solid GOP. In effect those two areas offset each other.

That leaves the three population areas (Houston, Dallas/Ft Worth and San Antonio) the center of the remaining three states. Depending on where you put Austin can be a big difference (Austin with San Antonio could produce two Democrats, San Antonio is NOT that strongly FOP, but if you put Austin with Dallas, the much larger GOP vote in West of Dallas will offset the Democrats in Austin). Houston and East Texas is the big question. This is the most "Southern" area of Texas, and like the rest of the South still elects Democrats to local office, while voting GOP on the National and State Level. Right now East Texas votes GOP, but it also votes its pocketbook and if that means Democratic it will go Democratic way before Dallas and Dallas will go Democratic way before the areas to its west. You could end up with 8 Democratic Senators and 2 GOPS, just by keeping San Antonio and the Rio Grand as one State. Dallas and Austin as the Second, and Houston and East Texas as the Fourth. All COULD go Democratic, leaving Amarillo and West Texas to the GOP.

Notice the Rio Grand valley is Solidly Democratic, but East Texas is blue (But the Blue is solid when you come to Dallas/Ft Worth and further west and the northern Panhandle).

Functional problems with breaking up Texas. State lines in the US rarely follow functional lines, the main reason is the lines were drawn for administrative ease NOT function and since the United States IS a united country not a problem. Functions that the states can NOT perform is done by the Federal Government, but function is HOW states SHOULD be formed, they are more effective if the form of the State follows geography of the area.

Texas is between two Rivers Systems, the Rio Grand to its south (and to a limited degree to its West), and the Mississippi River and the Red River that Flows into it. Any good division of Texas follows these two rivers and separates them from the rest of the State. The Rio Grand to the south (including all rivers that flows into the Rio Grand) and the Red River to the north including any rivers that flows into it. Those should be the first two states (And both new states would be better off if they also had the other side of each river in that new State, but need the Co-operation of Mexico and Oklahoma, co-operation that is unlikely).

The third state centers around Houston and its port. It is an alternative shipping port from New Orleans from anything coming down the Mississippi and thus looks to the Mississippi as its most important geographic feature (and that river is not even close to Texas let alone Houston). The fourth is Amarillo and the Northern Panhandle, it really does NOT belong with the Rest of Texas, and it really does not belong to any other state either. Leave it be on its own. That whatever is between these four other areas to remain as "Texas".

we're still waiting for alot of that. The Gov. has been all hat no cattle there. The debris field from Ike is still there and not all the bodies have been found. It has been like trying to start fires here without matches .But then we saw what happened to NOLA and once again we got the government aid we have come to expect-nada. I get more support from my three year old bra!

It was 2 years and a threatened law suit before our local school district could recoup the money we had to spend to feed, cloth, educate and provide special services as needed for the children of Louisiana that we took in after Katrina. HISD came very close to going from an A+ to bankruptcy before the government owned up to it's responsibility.

Yeah-thanks for nothing. If we actually seceded-at least we would know what to expect rather than get worked up over nothing.

This secession really gathered steam during the oil embargo in the 70's when folks in the NE were really rude to folks in Texas-demanding our petroleum and natural gas for a fraction of it's true worth because the Arabs had turned off the spigot. They then turned around and insulted us as bubbas, yokels and red necks. Yeah-we read the papers.

That's when we started adding up how much of our money, resources, etc went to DC and, in proportion to our size and population-how little we got back. And when Detroit and the auto industry jobs dried up-Northerners came down here to work because there were no jobs up there. And they still made fun of Texans and Texas-but this time to our face. Well, that's when most Texans here said enough is enough.

You either like Texas or you don't. And that is ok, you are entitled to your opinion. Opinions are like ass holes-I have one too. But that doesn't give you, me, or anyone else the right to insult someone that has a different opinion.

Services would be cut to nothing, no Social Security, no Medicare/Medicaid, no Federal subsidies for hospitals, research centers, NASA, no Coast Guard protection, no military forts or airbases. No Federal Courts, no access to the USSC, no appeals for funding, no recognition on the world stage. No military help w/their porous border, Mexican drug lords move North.

This is the dumbest thing Texans could do. They did it once before when they joined the Confederacy, (something Sam Houston was vehemently against), and they lost a lot of lives, fortunes and a whole lot more.

Now I know, that this is all a "fad", geared toward the more "radical" of Texans...Texans, on the whole are good American citizens; but they let the loons out every once in a while...something that provides amusement for the rest of us...:hi:

If Texas did do this, what would states like Russia and China do? Would they try to offer the state help, as payback for interference in Tibet, Taiwan, Georgia and Serbia? Also, would Hugo Chavez stir the pot, trying to make Texas Latinos turn it into yet another Latin American ally?

Also, as far as Taxes go, I could imagine the Texans trying to make themselves a Tax Haven..sadly, many would buy into that.

There are far too many good Texans out there...the state is loaded w/them, regardless of political leaning. The people who are actually pushing this thing are loons and fools that feel they need to grab attention any way they can.

I was stationed at Ft. Sam Houston for a time..., San Antonio was a pretty nice place, i loved the Riverwalk on a warm Spring night, and I never had a problem w/the Texans I met.

I am bothered by some things about TX, like the free wheeling way they use the Death Penalty and some other laws, like marijuana possession that jails individuals for exceptionally long terms, (to include life in some instance). I think that TX's will rise above this ion the future though. Like I said, there are a lot of good people in TX...except bush and his cabal of demons...:hi:

but as the rest of the depressed economy makes its way into Texas, and formerly bulletproof jobs start disappearing, you may see more of them switching sides. In the past, many of the oil-related engineering and management jobs were pretty much resistant to economic downturns. The only time they weren't was if the entire company failed, like Enron.

Maybe as more of the dittoheads end up on UI, they might begin to realize just how much the GOP lied to them and tell them to take a hike at the next election.

It would be excessively expensive for the US Government to shut down and move that plant. Plus as it is responsible for the dismantling and assembly of nuclear weapons, you never know how that situation would pan out were a secession to come. Do you really want to take that chance?

I am forever saddened at how some Dems act on this site. I always thought we were supposed to work together for a more perfect union, not encourage it to fall apart x(

In all seriousness, we are not at the political point of succession though if the current crises worsens I suppose it could become a more serious discussion. The Governor's statement was unbelievably irresponsible. I'm a poster on a web site, he's a Governor of a major US state.

Your point on nuclear weapons is well taken. We need only to recall the breakup of the USSR. As I recall, the Ukraine did give up their nuclear weapons and we helped pay to dismantle them. In a secession 'Texas' would be significantly harder to convince.

:) It's sometimes hard to see jokes in threads like these because the emotions often run quite high.

Also, I was really commenting about the posters overall on threads like these. I really don't get the sentiment of encouraging a divided union. Methinks many have never visited other parts of the world than their own backyard.

I never really compared the nuke concept with that of the former Soviet Union, but it's a good comparison. San Antonio is also the only training center for the Air Force. I think they would balk at having to relocate their entire training system elsewhere. Perry would simply get more grief than he's currently complaining about.

I wonder if we can file criminal charges against him, as was suggested about the FBI investigating such statements? ;)

First off, I know there are a LOT of "rednecks" up north. I grew up in areas where you would get the sh_t beaten out of you because you were not the right religion. all of them within sight of the twin towers. Yes, there are rednecks in California, the same people that produced Nixon and Reagan. For people to act like they are holier than thou is not just disgusting, it reeks of the very American egotism you claim to hate in the red States.

In the South, all cities are "blue", it's just that we have less of them, and are surrounded by rural areas. You can go to rural New York State or California or Illinois and see the same people in the red states, it's just that you outnumber them. Even so, even the Bluest of states seem to put Reds on the map: it's not like the Easter Bunny elected Arnold Schwarzenegger Governor, or Nixon, or Reagan. The Easter Bunny sure did not vote for Rudy Giuliani.

My point is, we do not have the right to suddenly cast off the liberals in the South, many of whom have been busting their backs trying to get progress. We southern liberals put Florida and North Carolina in the win column, and we are working on Texas. If you consider yourself a liberal, that means you are interested in seeing that people's rights are protected, and that people get a shot at improving their lives, or, maybe you just think that if you are all right, it does not matter. Frankly, if you adopt the attitude of "I got mine, so screw you", then frankly, you might want to ask yourself if you really ARE a liberal, or just someone who is happy they got theirs.

We just endured eight horrible years of two Texans at the helm (despite changing his residency to Wyoming just prior to accepting the VP nomination, Cheney was a texan). We watched a texan lead us into an unnecessary war based on a lie, run up a $5trillion bill for it, squander a surplus and let an American city drown.

But no one on the Left came close to saying anything like this. No one called for vermont or new York or California to break away from Dubya to make a point.

Not any Democratic official. Not any antiwar group. Not even Michael Moore.

The difference is we can accept being out of power, but work to make this country better.
They simply throw a fit, act like they're entitled, declare the opponent illegitimate and throw a tantrum - and don't care id the U.S. breaks up as a result.

They hate their country. they love power.

They just threw away any claim of being patriotic when one of their top elected party members invoked secession. And to be from texas, of all places. the arrogance is astounding.

Don't let them backpeddle. Raise this issue come election time.

Throw this in the face of every rightwinger you have to deal with. They are, in reality, every horrible straw man they built to demonize progressives and liberals.

He gave us the first African American on the US Supreme Court, so I guess we're taking the legacy of Thurgood Marshall with us too.

I know it's fun to bash TX, but remember that it was a good TX Democrat who made all the above a reality - there's plenty of us still around.

Especially since most churches will already provide ready made rationalizations? If this were to be tried, Austin would be the biggest killing field in the Americas since the Civil War. The trees would be laden with what Billy Holiday called "strange fruit", and much of that fruit would not simply be "dark" (though I would pray for any Afro-Americans unfortunate enough to be near there), but there would be tons of Latinos, LGBT, Jews, Muslims, Hindus, Atheists, and frankly many who had above an IQ over 95 and/or had read a book. It would be a holiday celebrated every year. Even if Mexico/the USA/ The UN/ whoever managed to conquer Texas and try to get things under control, people would still cherish the memory of the slaughter, the same way they cherish the days when slaves picked cotton.

Somehow, I do not think that would trouble as many people here on DU as I once thought, as many here seem to be in competition with Free Republic for skill in making rationalization for atrocity. It hurts me to say that, it really does. I know I would come here looking for sympathy and find it, but I would also find people who would chuckle, and make some sort of rationalization as to how that would be a good thing, Eco types lauding the decrease of surplus population or Lou Dobbs fans thinking this stops the threat of Latino Immigration or whatever of the outright foul threads of thought I have seen SOME so called "liberals" endorsing.

Again, if the attitude of "I'm all right jack" is an acceptable attitude to you, you need to ask yourself if you really are a Liberal.

How many hundreds of billions? Not to mention the anti-limited government actions of torture and illegal spying. But since those don't involve real ca$h, the GOP isn't interested.

UnAmerican Governor Perry wants to flame up leaving the United States union, so lets do all we can to help these unAmericans leave.

I have suggested we ask all the other unAmerican rightwing radicals to move to Texas so they will have enough voters to secede. I have suggested the ring leaders like unAmericans Limbaugh, Hannity, Coulter & O'Rielly to go where their mouth leads them, and get out of America. Just don't come whining back to us again when we have paid off the tax bills their Texan Bush created (5 Trillion).

UnAmerican Governor Perry is making a weak Threat saying Texas should secede from the union over taxiation, because he doesn't think ahead (A failure of rightys) that he would be leaving Texas open to invasion by Mexicans (lacking military strength), and sucessions means Texans would have to pay import fees on everything they wanted to sell to America ~ That runs .21% the value of the product.

All goods imported to the USA are subject to merchandise fee (customs clearance) of 0.21% of CF value, with a minimum of $25 and a maximum of $485



I was asked why would I call someone supporting leaving America to be an unAmerican?? LMAO! Hey, what elese can you call an UnAmerican supporting sucession and living in a foreign county called Texas?

Like practically all DU threads on Texas, there are far too many posts bashing the state as a whole, including the 3.5 million Texans who voted for Obama. Such blatant stereotyping and mindless hatred would not be tolerated for a moment at DU if such sentiments were directed at Jews, homosexuals or black persons. It's tough enough being a Democrat in Texas (although the state is trending toward Democratic majority rule); why should Texas Democrats accept this sort of ugliness from our own side?

Can't begin to tell you just how much I love you all when, after a day of dealing with the GOPers here battling in the front lines, I come to DU & get slapped in the face again. LOVE IT!

You Texas bashers are on notice---either particularize your Texas critiques to exclude the millions of Democrats in the state, or just refrain from any discussion of Texas whatsoever. Texas DUers are sick to death of the sort of blanket trashing that's constantly handed out here by people who ought to know better.

And by the way----saying you'll let Austin stay in the Union after the rest of the state is cast out doesn't cut it.....
