He was playing word games. He did not say "immediate", he said adjacent, at hand, continuous, hasty, imminent, instantaneous, nearest, present, prompt, straightforward and a few others not listed in a thesaurus. But he nor the President said "immediate".

I sense a true willingness to be helpful on Rumsfeld's part: he sincerely tried to convey his meaning to the press. He even tried a little more elaboration.
"There is another way to phrase that and that is that the absence of evidence is not evidence of absence," Rumsfeld said.
