4. It means the "insurgency" has grown so large
That to arrest and prosecute the "criminals" would be logistically impossible. So in a vain effort to remain "credible", the Iraqi "Government" is acknowledging the legitimacy of their grievance.

I for one, hope they are successful. However I fear this is too little too late.

They were defending their country against an invading force. There is no crime in that.

7. Their trying to break up the insurgency
by offering the low level recruits a way out. There's a story in the NY Times about the insurgency developing internal rift. Not sure if one plays into the other.

9. It may just do the opposite...They now know they may get a pardon
sometime in the future as well. It is an added incentive to enlist more insurgents. As long as the US Military is occupying their soil they will resist as I would if our roles were reversed.
