President Bush speaks to a crowd in North Carolina Friday.

KENNEBUNKPORT, Maine (CNN) -- In a phone interview with a newspaper, President Bush played down a U.S. intelligence forecast painting a pessimistic picture for the future of Iraq, including the suggestion that civil war could erupt there.

The National Intelligence Estimate was sent to the White House in July with a classified warning predicting that the best case for Iraq was "tenuous stability" and the worst case was civil war, a source confirmed to CNN. (Intelligence report: Iraq prospects bleak)

The 50-page report, completed in July, was commissioned internally within the intelligence community and contained classified and declassified portions.

"The Iraqis are defying the dire predictions of a lot of people by moving toward democracy," Bush told the paper. "It's hard to get to democracy from tyranny. It's hard work. And yet, it's necessary work. But it's necessary work because a democratic Iraq will make the world a freer place and a more peaceful place.

"I'm pleased with the progress," Bush said. "It's hard. Don't get me wrong. It's hard because there are some in Iraq who want to disrupt the election and disrupt the march to democracy, which should speak to their fear of freedom."

We went to free these people from a dictator. But, they are disrupting the election and trying to avert "democracy" because they are afraid of freedom. And, bombing the crap out of them for fearing freedom will end in their being free.

Look, people just need to be made to understand some simple issues: Since this war has started, Bush and Cheney have never once mentioned the word "oil", but that's the reason they are there. From their point of view, they can get ahold of the second largest supply of cheaply extracted crude using taxpayer's money and taxpayer blood. And they don't care how much is spent or spilt, because if they get ahold of that oil they will have as much power as the Saudi royal family has had all these years. So, it's like an alcoholic breaking into a liquor store and saying he's not there for the liquor. With that oil under their control, they would control the U.S. government without being elected, just the way the Saudi royal family now controls this administration without being elected. Bandar told Bush to leave OBL alone because he's a Saudi national treasure and a hero because he drove the Russian army out of Afghanistan. They were told not to find him and that's why they haven't found him. They do what the Saudis tell them to do--because the Saudis control the oil.

Over 51% of Iraqis polled felt that their country is headed in "the right direction," up slightly from IRI's May/June poll. More telling, the number who feel that things are heading in "the wrong direction" has dropped from 39% to 31% over the same time period.

Some of this confidence may be a result of wide public support for the Iraqi Interim Government. Prime Minister Allawi holds an enviable approval rating, with 66% rating him as either "very effective" or "somewhat effective." Likewise, President al-Yawer enjoys the support of 60.6% of Iraqis polled who say that they "completely trust" or "somewhat trust" him.

In a stunning display of support for democracy and a strong rebuttal to critics of efforts to bring democratic reform to Iraq, 87% of Iraqis indicated that they plan to vote in January elections. Expanding on the theme, 77% said that "regular, fair elections" were the most important political right for the Iraqi people and 58% felt that Iraqi-style democracy was likely to succeed.
