The National Prison Rape Elimination Commission, which is chaired by U.S. District Judge Reggie Walton who presided over the Scooter Libby trial, held a two-day hearing in Austin earlier this week on the Texas Youth Commission scandal and sexual violence in Native American detention facilities.

All six members of the Texas Youth Commission resigned earlier this month after being overwhelmed by reports that youths had been sexually and physically assaulted in juvenile detention facilities across Texas. Gov. Rick Perry appointed a special master to overhaul the agency, with more details in this AP article.

The National Prison Rape Elimination Commission called the TYC scandal "a harsh reminder of the particular vulnerability of young people in criminal detention" and said "these problems may be occurring in juvenile facilities across the nation." The commission is developing zero-tolerance standards to help detect and prevent sexual violence behind bars. The standards must be approved by the attorney general, which may be Alberto Gonzales or someone else given his own troubles these days.

1. Kids, adults, regardless of who it is

Nobody deserved to be raped or sexually assaulted. It shouldn't happen anywhere. Just because someone is incarcerated Does Not make it okay. It's not funny to joke about it, laugh at it, or hope that it happens. And it definitely isn't okay to look the other way and let it keep happening.

He spent a lot of time and money trying to save us from the GOP.

4. True. Rape has nothing to do with the punishment.

Because the victims are usually less brutal than the perpetrators , so its really a perk for the most sick criminals. We shouldn't allow prison rewards for rapists.
