President Bush capped eight years of inaction on global warming with a meaningless announcement.
On Wednesday, Mr. Bush called for ending the growth of greenhouse gases in the United States by 2025. That's five presidential elections from now. He offered no plan to achieve even that halfhearted goal. He merely touted the magic of the free market ...
As with Iraq, President Bush is happy to leave the hard work on big issues to his successors. The only reason people will remember Mr. Bush's non-promise by 2025 is because they will regret that he didn't make a real promise in 2001.
