No way out?

After two days of testimony by the top U.S. officials in Iraq, the situation seems to be this: Security is somewhat improved but large parts of the country and even Baghdad are still not safe; the Iraqi government is stronger but still unable to govern on its own; and the Iraqi army is still not really combat competent.
In sum: Iraq is better but the same.
Huh?
How can it be both?
These modest post-surge gains, said Gen. David Petraeus, are “fragile and reversible.”
Yes, this seems clear. So what now?
U.S. Ambassador Ryan Crocker refused to say or answer the question on the mind of every member of Congress: When can we get out?
