it also has a 501(c)(6) entity, which does NOT have to disclose donors, which can also fund political advertisements.

Anyway, the point is, whether anonymous or published, foreign donations, however categorized, contribute to political donations as they free up money to fund political activities. To say the foreign donations do not fund political activities is making a distinction without a difference.

2. The distinction between U.S. and foreign MNCs is largely artificial
Where they site their HQs is largely a matter of administrative convenience. Take BP, which is London-based, but roughly half the stock is owned by U.S. persons and entities. Is BP British or American? But, the CC counts it as foreign, while other big MNCs like Exxon/Mobil that are based in the US have more than half their stock and assets located abroad. Nonetheless, that's a U.S. company, as far as the CC is concerned.

The real issue is the ownership stake of giant Multinational Corporations in the U.S. Government, not whether they are listed as U.S. or foreign-owned.
