Role of military vs. role of police
One of my pet theories these days revolves around the notion that the roles of military and police are distinct and should remain so. Can you point me to something to read about this?

The idea is that within a democracy people hold individual liberties as sacred, but it is essentially impossible to have, as long as people are (and happily so) different from one another, so it is approximated through something roughly like majority rule and some laws. In other words, the ideal is to have no aggression, so we make laws and then abstract some people to act as people to enforce those laws: police.

Now, there is this situation in which there are territories (Nations) that are implicitly hostile to one another to some extent, otherwise they wouldn't be separate. Because of the separation, the laws we agree to in one nation, are not seen as extending into the other nations.

To protect against attack from the other nations we have a military. So, military is entirely defensive in nature (except for the rare and brief circumstances requiring martial law).

Law I would describe as a kludge, a necessary evil which is the only allowed aggression. For enforcing laws we use police.

So, something like Bush using the military to go take out terrorists (or people guilty of existing in Bush's imagination as planning to facility some other people who might be terrorists) is fundamentally wrong. That is a police matter, not a military matter.

Then there are grey areas, relating to cooperation between nations on issues of police and miltary actions.
