postponing the Nomination and spending timing....
ok.. I understand the reasoning on this, that when Kerry accepts the nomination he can't spend any more of the 'general fund' he's gotten or can get.

so, why not PREBUY THE TIME? or at least PRECONTRACT it?

when it is 'bought'??? when they sign the contact or hand over the money??

I hope that's clear..

2. It's about pre and post funding
He probably has a bunch of post nomination funds lined up and wants to concentrate the media buys after accepting as much as possible. He can go very light now since all the big news for the past few weeks and at least the next 3-4 weeks is going to be a de-facto ad for Kerry for President.

In a nutshell, the strategy would be: let the Iraq torture sink Bush and save the real fire for any October suprise.

3. Fund raising would also be restricted giving Bush an advantage
It would be interesting to run the traps on this concept. However, this also mean that Bush could continue to fund raise during August while Senator Kerry would be prohibited from doing additional fund raising. This would in of itself give Bush an advantage.

The only other loophole on this requirement that I have heard is giving the money to the national party and letting them use for indirect advertisements.
