Shows New York Dropped 19 Places in Just One Year
Wyoming leads the pack overall in 2004 funding with $40.60 per person;
New York ranks 35th among states at $10.03
WASHINGTON, DC - A first-of-its-kind Congressional report that analyzes the distribution of all homeland security funding programs to states reveals that low-density, lower-threat states receive the most money per capita, while high-threat locations like New York continue to get shortchanged because of outdated, unfair funding formulas.
A Congressional Research Service (CRS) report requested by Congresswoman Carolyn Maloney (NY) shows that when all 2004 Homeland Security funds distributed to states are tallied,1 Wyoming leads the pack, receiving $40.60 per person. The next in the top six are Alaska ($35.00), North Dakota ($34.83), Vermont (34.83), Delaware ($27.25), and South Dakota ($27.00). New York ranks 35th in 2004 funding at $10.03.
Congresswoman Maloney, Chair of the Task Force on Homeland Security for the House Democratic Caucus, said, “New York remains terrorist target number one, but ranks far down the list at 35th when it comes to per person homeland security funding. The only thing more outrageous than New York being shortchanged so badly is that nothing is being done to fix the problem in Washington, even after the 9/11 Commission urged Washington not to treat the funds as pork barrel. The news only gets worse because New York slipped 19 places on the funding list in just one year, from 16th in 2003 to 35th in 2004. The 9/11 Commission is right to demand that these funds be distributed based on threat assessment only.”
For 2003, the CRS report lists the top six states as Wyoming (61.00), Alaska ($56.50), North Dakota ($55.67), Vermont ($55.33), South Dakota ($43.25), and Montana ($43.11). New York rated 16th in 2003 at $21.78.
