How much of pledged money for Iraq did we actually get?

I'm reading a NYT article saying that we're pressing donors to "deepen and speed" aid to Iraq at the Tokyo conference. It seems to me that the reporter is delicately skimming over part of the story, but I'm not sure.

He says, "A year ago, a number of countries and international agencies pledged $13.5 billion in loans and grants for Iraqi reconstruction. But because of rising violence in the country, much of it directed against foreigners and aid projects, little has been spent up to now."

I vaguely remember reading that we have received only a fraction of the pledged money. If that's true, shouldn't there be a sentence between the two sentences above, one that says, "Of that $13.5 billion, donors have provided only $x billion so far"? By saying "little has been spent," doesn't the writer imply that we actually got all that money? Or do I have the facts wrong?
