What is the legal precendent or principal defining the WH press corps?

What is the legal precendent or principal defining the WH press corps?
Since they essentially control the public "conversation" (if you accept that characterization) with the POTUS, what do the WH Press Corps really mean? Is there some legal answer to this? Or is it more in the philosophical realm? political? Can someone share their thoughts and perspective?
