7. Hearings without subpoena power may not accomplish a lot

Remember Conyer's 'election reform hearings?' He lacked the power to subpoena witnesses, and those he didn't want to attend (Ken Blackwell) stayed away. Other that preaching to the choir, little was accomplished.
