What New Orleans needs after rebuild

Is co-ops, I've recently become a supporter of these. I believe the poorer neighboorhoods that are rebuilt should have some co-ops included that will invest back into the community. Credit unions, housing co-ops, consumer co-ops, worker co-ops and possibly even healthcare or education co-ops should be options. It creates capital in the areas that most need it and will create jobs.
