To delete a cookie on IE, go to 'tools' at the top of the page and click on it. At the bottom of the menu is 'internet options' and click on it. Up comes a lot of options. What you want is 'delete cookies' and click on it, and click 'yes'. This deletes your computer's tracks to any website that uses cookies. This allows for multiple votes. Starting to sound like the last election?
