This is pure PR...for both booosh and McCain. booosh has no intention of seeing this bill ever become law and he's playing good cop/bad cop, as you say, to do it.
Now that there appears to be an agreement in the Senate, the bill still has to be approved in the House and Hunter has a lot of games he can play as long as Repugnicans remain in the majority. Remember, the House goes on vacation next week and won't come back to nearly February and then, if Bugman's mess isn't cleared, they'll be fighting for weeks just to come up with the next list of convicts to lead their corrupt party. Then Hunter can jam up this bill in his Committee for months and won't be forced to act on it until well into the 2008 election season. By then this regime has bought months, if not years, and can find alternative ways to subert the McCain law (these guys are very good at that).
