Bush is going to blame the huge deficits on the Congress...
They are spending too much, he will say. But he will not make the distinction for people that it is the Republican Congress. It is up to the Democrats to clarify that for the voters. Once they do, Bush will cease blaming the Congress. This will make it a more potent issue for the Democrats. He should not be permitted to blame a "generic" Congress which many voters will assume are "big-spending" Democrats. He has to be called on these "minor" differences and Democrats will have to inform the people that it is the Republican Congress that is responsible for the huge spending, along with George W Bush.

1. Not even he is that stupid
He'll blame it on terrorists and say that his phony tax cuts were necessary to regrow the economy. He IS coached.

2. He already is blaming the Congress...
He says they need to cut spending....but he expects the big spenders to morph into Democrats, just like Osama morphed into Saddam...

5. He does have the line item veto, if someone would explain it to him
But since most people don't know about that either, asking the Congress to restrict spending is an attempt to take the heat off himself.

6. Wait, no he doesn't
Sorry - did a little research, and the line item veto was declared unconstitutional by the Supremes in 1998. Clinton did a hell of a lot of good with that when he had it.
