Why so little seismic activity along a line from Santa Maria thru Delano

and Porterville? During times of extreme boredom I take up earthquake surveillance and have noticed on the USGS.gov site there is this corridor of seismic silence...while the much of California from SF south is having merry little earthquakes daily...

What's the name of the tectonic slab quietly sitting there in the midst of chaos?
