That's most likely a PSA(public service announcement). Stations are required to run a certain number of PSA's per month. We often use them for filler when local spots weren't sold in a particular time slot.

announce its a PSA. I work in television, so radio rules may be a little different. The one sure way to find out is go to the station and inspect their public file, they have to let you look at it according to FCC rules.
