Help! How do I locate someone

Here's the story.

My girlfriend doesn't know her dad. All she knows is his name, his race, the fact that he has lived in California and Texas, and an approximate age.

She would now like to find him and get in contact with him. Her mom is uncooperative. Does anyone know any good resources on line for finding someone. A lot of sites I have looked at charge money, but they don't seem to do any real research, they just let you use a generic search engine, which I am afraid won't find the right guy.
