2. Your post suggests it's available...

... for download from the BBC, but I don't see any links to do that in the link you provided. Nevertheless, you can view it in smaller format at:

http://www.informationclearinghouse.info

Look on the left-hand menu, scroll down to the videos, and the first segment is there, with links to the second and third hours at the first-hour link. So, you can get a look at it before going through a huge download, if it's available (which I don't see).

From what I can tell, it's well-done, thoroughly researched and while I don't think there's enough hard data provided to substantiate the director's claims entirely, there's enough there to strongly suggest that he's right in his estimation that al-Qaeda isn't the well-oiled, highly-structured international machine that those in the West have been led to believe.

It's definitely worth watching, and if you have broadband, you could try downloading it, if it's available, overnight. Maybe someone with BitTorrent could find a high-res version from videotape out there somewhere.

6. Why not have a look at the...

... low-res version of the first hour at infoclearinghouse, and then decide? The first hour's quite interesting on the evolution of the radical Wahabbis, the second hour is mostly devoted to the neo-cons of influence today, and the last hour sort of tries to put those two major influences together in terms of their similar aims.

If I weren't on dial-up, I'd be finding a good copy of it myself.
