Need source for Dick Cheney quote on high gas prices/failed presidency

I wanna make a bumper stickers with the Dick Cheney quote "The mark of a failed presidency is high gas prices," (I'm paraphrasing) but I have only heard about him saying this. Does anyone know where I can find this quote?

6. I'm not sure that it is a verifiable quote.

Nothing on snopes, and google only brings up DU threads from April of this year.

please let me know. A while ago, I was looking for it too. I made stickers (just plain address label stickers) with that quote on them and then underneath said: Really Dick? Couldn't agree with you more...
and I stick them on the gas pumps of wherever I get gas. I try to spread it around town so everyone gets a bit of the love.
