Watch ... the 12 turn into 13 when the top halves of each side are switched.

the very middle are not complete. Far left has the top of his head cut off and middle is missing his shoes. When it is 12 everyone is alligned to a body part top and bottom, even if it is just slivers. The new guy is appear in the second column from the left. The misalignment I talked about allows one really tall guy (when it is 12) to become a short guy in 13, thus creating the new guy. It is well done.
