When Google fails, I turn to DU: What exactly is a "draft statement?"
I am thinking that a "draft statement" infers that it is a working document, as in "first draft, second draft.... but a lot of time my notions are erroneous lately and now i am wondering if it instead means that it has been "drafted" by a certain organization or committee and therefore infers a certain "final authority."

Which is it?

3. I am trying to decide if referring to a proposal for implementing
an animal cruelty task force for our county would be "draft statement" because I want to infer that it is not meant to be a comprehensive blueprint, but rather a first draft.

6. I would probably refer to it as a "draft proposal" or something of the
sort rather than a "statement".
