5. Indeed, like a busted-up river bed or strata.

The background looks like the more typical basalts.

9. I was thinking more like a lakeshore or eolian deposit

It looks so evenly deposited, and not like the grossly uneven layers you'd get in a riverbed.... but again, it looks like some of the formations on the east side of Lassen with basalt flows over sedimentary deposits.

Maybe a sequence of erosion and deposition for the lower formation?

... my amature eye sees enough lays to suggest that the water had been there for quite some time.
