I suspect my sister's dog of having some kind of neurosis

She is scared to death of certain floors. SHe will not step on linoleum, she just sits on the edge, stepping on it with one paw and whimpering. As well, often when you come in a room she won't lift her head, but wags her tail, as if you're going to get mad at her. She does other weird things too.

This would be in keeping with the family tradition as my mom once had the cat on prozac.

You don't know what kind of abuse a dog may have been subjected to. Linoleum seems to be a problem for a lot of bigger dogs with excessive hair on their pads. I've seen them slide into positions that had to hurt hips badly. (trim hair on pads and apply bag balm to make pads a bit 'sticky'. it really helps) As for not looking up, she may well have been smacked for approaching with doggie affection so she keeps her head down and doesn't look you in the eye for fear of encouraging aggression. If this is the case, tenderness and time will fix it.
