Border and surge problems solved by dad

Here is my idea. I give you in the military permission to submit it to your bosses. You might just get a promotion.
The plan is to have GW Bush announce that all the border patrols will be taken out in order to participate in the surge. Then secretly they stay on patrol, just hang back about a mile or two. When all the Mexicans run across, we just say "Surprise and congratulations! You made it across the border and are now American citizens. As your 1st patriotic duty you all are getting shipped to Iraq."
