I'm trying to figure out how to upload an avatar of Molly Ivins

and I'm getting the message that my file exceeds the limits to be able to do this. Can anyone tell me what I can do to my picture so that it doesn't exceed the limits for uploading it?

I know I'm exposing my complete ignorance and this has probably been explained already countless times, but there you go.

Then upload your image there, following the instructions they give. You can then share your image with other people on the internet by giving them the URL link that Photobucket gives you.
