according to my friend Andy (He's a member of DC MPD) it's not that women do these things less. Actually in general perps are rare in either gender.

Men usually have to take it out (thus exposure) to do the second, men can pee standing up ergo men can pee anywhere and will when drunk enough (exposure) and it's really easy to tell when men are publicly greasing the piston. (It's less noticeable and thus harder to make stick when women do so.)
