Interesting forms of ID
I'm looking at the Idaho Department of Health and Welfare's list of "acceptable forms of ID, and amog them are fishing licenses, traffic tickets and pawn tickets. They'll also take pay stubs, car registrations, court records and high school yearbooks.

So what you're telling me is that if I need ID for something, and I'm in Idaho, getting a fishing license then running a red light in front of a cop would do it.

And you're required to send them a copy of one or two "acceptable" forms of ID.

I would be a bit worried about the direction of my life if my ID consisted of two traffic tickets, which are acceptable ID to the state.

6. Acceptable apparently only for the purpose of ordering a birth certificate.
Traffic and pawn tickets would not be acceptable forms of I.D. for, say, obtaining a driver's license or state-issued non-driver I.D.

3. Doubtful. Idaho Public Assistance will take a variety of IDs.
And you may be able to use those things to get a driver's license. However, you still need an actual driver's license to drive in Idaho.

Under your analysis, I could show a game warden my driver's license. That doesn't work.
