the professional head of the British Navy, roughly equivalent to the Chief of Naval Operations in the US. The Secretary of the Navy would be equivalent to the old title "Lord High Admiral" (now vested in the Soveriegn) and later "First Lord of the Admiralty" (a position once held by Winston Churchill, now defunct)
