What the fuck am I doing wrong?
OK, had the telephone company check the internal wiring, which they said should connect at around 31.1 kbps I just replaced the internal modem with a brand new one and we're STILL connecting at 12 kbps.

What am I doing wrong? Why am I still connecting at 1980s era modem speeds?

1. because you are using 80s era tech?
I assume you are using dial-up... Dialup can't get very fast (not much over 28kbps).. so you should switch to dsl or some other broadband (the new minimum standard is 768 kbps).

8. ah.... maybe get an Express card?
like one of those from verizon or sprint. Many of them allow you to run ad hoc networks off a computer.

2. Could just be crappy telephone signal quality.
Might not have anything to do with the wiring in your house or the modem you're using.

7. Telco guy checked for static, and got nada.
This is really beginning to piss me off.

3. Do this -
This will tell you if it's a telco problem (line to the house) or inside problem. Run a long phone line outside, and plug it in at the protector box. You will have to open the box, and unplug the little phone jack that's plugged in in there to plug in the line going directly to the computer. That takes ALL inside wiring out of the picture. If the problem goes away it's something in your inside wiring. If the problem does NOT go away - your lines to the house suck.

...the phone company is going to have to figure this one out, and they're not going to bother doing so unless you stay on their case about it.

Is cable broadband available in your area? If they seem uninterested in fixing your problem, you can threaten to switch to cable Internet. If they still don't seem interested in fixing the problem, then follow through on your threat.

6. Here's the thing...
The guy from the phone company hooked his little tablet PC into the jack where we plug the line from the modem to, he got 31.1 kbps, which is what we were getting before everything went to shit a couple months ago, so I don't think it's the internal wiring

31.1 is fine for my parents it's just this bad connection that needs to be fixed.
