5. do you want a smart-ass answer or a testable hypothesis...?
A) Because they're finished licking their genitals.

B) Because canines evolved as small predators. As carnivores, their muzzles tend to get messy, but if they leave the mess its odor tends to attract bigger predators or just interfere with their own ability to hunt, either by dampening their sense of smell or by providing olfactory cues to their prey. Those are probably the reasons cats are relatively fastidious, too.
