Yes to babies and pets (if you want).
That is if by baby talk you mean child-directed speech (motherese),
that sing song exaggerated speech that parents naturally do in most cultures.

There are several reasons for it;
It teaches babies the phonetic elements of the parent' language,
it's melody gets the baby's attention,
It's simplistic language, repetition and short phrases promote modeling.

who wuvs da baby talk? I wuvs da baby talk!

btw, this is only applicable to human babies, fur babies look at you like you are crazy.

5. hmmmm...interesting
my friend told me last week...to quit doing it to her pets. It got me to wondering about it.

I talk it to my cats and it does not bother them. It didn't bother hers either...they did have kind of a hypnotized glaze about the eyes though...

Look how many of us do it to our fubabies.

28. Even fur babies might have the same response to high-pitched voices.
I remember reading that babies respond more positively to high pitches in general.

it's women who automatically resort to "little girl talk" or "baby talk" in the presence of men. It just gags me. :puke:

8. I try to be tolerant of others' behaviors,
because I realize that there probably are whole histories behind the "little girl voice" thing, but I just have to remove myself from the situation when I hear it. It truly triggers my gag reflex, as mean as that may sound. x(

12. I never talked baby talk to my kids.
Or to anyone. But around my cats I become a baby talking idiot. I sing stupid songs that I make up for them and call them by ridiculous names. I have no idea what that's about. The cats seem indifferent to it.

Mine are also getting loved on at the same time so I never noticed them being indifferent...

my friends dog and cat appeared (to me) to be mesmerized by it...My friend hated it and said they didn't understand it (yeah, like they understand me any way...)

I did talk baby to the babies...not nearly as bad as I do my kitties though.
