I am writing a proposal for a very piddly amount of $ to set up a fund so low income families (who come from all over the state) are more able to visit thier kids who are patients at the Institution I work at. I am having a hard time conveying the need without sounding like a bleeding heart do-gooder. I already have the executive summary, supporting documentation etc. together but the explanation of need is my sticking point.
