Is there something strange or befuddling about the concept of a single queue for two things?

Is there something strange or befuddling about the concept of a single queue for two things?
Like when there are two ATMs together, or, say two Express Lane cash registers, and people are lined up in just a single line?

Apparently this is a strange idea to some people, like the lady at Target a couple minutes ago who cut to the front of a line of about fifteen people to ask the guy at the front (one person ahead of me) "which register are you waiting for?" His answer, "whichever opens up first...there's a single line", was instantly rebuffed by her compelling counter-argument: "that doesn't make sense."

Which is odd, because it made sense to all the other dozen or so people that had encountered this situation before she got there, myself included. As it turned out, the second register opened up for me while these two were still trying to come to a consensus on the whole thing at register #1, so no skin off my teeth...but it didn't look like any of the other people behind me were going to say anything at all to her...which I thought was just about as odd as this woman's non-comprehension of the concept of lining up, first come first served.

Am I crazy, or was that a bit rude of her?

1. It's fun to watch another register open up at the grocery store.
And the mad scramble to get there first.
I like it when the cashier points to the next person in the adjoining line and says "I can take YOU over here".
