Why do people allow their kids to free range?

They should be leashed, kept in a kennel, or kept inside the house. Preferably crated. For my peace of mind. I was at the dentist in the waiting room once, and there were 2 of them, both females. The smaller one walked up to me and looked me straight in the eye. And then it shouted, very loudly, "Your face is ugly!" They hate me and I fear them.

Kids should be leashed or confined. :(
