How can you tell if someone's a meth freak

or garden variety crazy? A new tenant moved in a couple of doors down. Since he moved in, he's been real hyper.
Walking around the building at top speed. Raking the lawn(we have a maintenance service), moving personal items. When I woke up this morning I saw that 2 boulders had been pushed off the wall over night(picture New England stone wall). At 7 a.m. he had his windows wide open & a sleeping bag thrown out by his door. This is Maine, we're talking 40 degrees.
My friend called me to tell me she had to call the cops at 4 a.m. because she saw someone throwing logs & rocks into the driveway. Turned out it was the new neighbor.
I haven't seen his teeth so I don't know if he has meth mouth. He seemed really intense with a poor sense of boundaries when I did talk to him.
So, whatdaya think? Crazy? Speed Freak?

has sunk in eyes, paranoid, etc.
