Shoot, I am not sure how to say what it is I want to do. You know like when you see video footage on the news and they will highlight the portion they want to call attention to and the rest of the footage around that focal point is darker?? What is that called and can I do it in either of those programs?

Sorry I can't express myself more clearly but it is late and late turns me stupid.
