critter-proof easy to grow flowers out there? Must be 3 feet or shorter and able to handle full sun and the occasional lack of water. Perennials are preferred.

(Never written a want ad for flowers before! LOL)

1. Look for flowers that are considered deer and rabbit resistant.
White Flower Farm in CT has a list of deer-resistant plants. Their prices may be steep for your budget but you can poach some plant names from their site:

You can probably find some rabbit-resistant lists too. I don't have a rabbit problem but I discourage deer through liberal plantings of rosemary - it's not perennial for you but maybe worth an annual planting since it's the herb of remembrance and fairly forgiving of uneven watering.
