Is this real, or another right-wing scare tactic for the election?

One of my FB friends likes to post untrue or barely true stories from right-wing publications. The typical article talks about some terrible thing a Democrat did (no citations, of course) and why the Dems are so bad.

Today, he posted this story:

My BS detector went off immediately, but has anybody here run across this story before and is there even a glimmer of any truth in this? I want to be able to publicly refute this on FB.
