He was talking about people who drive through flooded streets and get caught in more water than they bargained for. He said, "they risk themselves in these flooded streets, then rescuers have to risk themselves to save these nitwits." The normally staid Al Roper! Don't try to drive through flooded areas, you Lounge nitwits! :rofl:

The "Stupid Motorist Law", which corresponds to section 28-910 of the
